Is it possible to change spawn list without coding and all those "new spawnlists"?

So im looking if it's possible (with an addon or what) to customize the spawn menu for the whole server
For example: Creating a custom tab ("stuff" for example)
And adding stuff from different tabs in here, for example, a gun from some random addon, a prop and an entity.
And so it will be changed in such a way for everyone in the server, permanently. (also would be cool if it was possible to create subcategory for each category in tab)
