I've been running a server for a year-ish now and I still don't know how to make map files be downloaded without manually altering the DL files before hand. If I don't change the DL to have the workshop file of the map, when people join they will be kicked for not having the map installed. So every day when I change the map I've just been changing the DL. How do servers change maps without making anyone who joins download every map at once?
