Having issues with Config.cfg

Currently having an issue with config.cfg

Console is requesting userconfig.cfg
Given that file in requested folder it is creating another problem.
It will not allow me to set any binding inside of the game.
Is there a way to make the game request config.cfg that is normally used to change it?

I'm so confused on how this is happening...

Other steps tried
Unistalled Gmod
Verified Files
Restarted Computer
Deleted CFG FOLDER
Deleted CFG FILE
Copy and pasted a clean 'config.cfg' into my 'config.cfg'
Disabled Steam Cloud Then did all these steps above.

Host_WriteConfiguration: Wrote cfg/config.cfg

When given the 'userconfig.cfg' with a full copy paste from 'config.cfg'

any change in the keybinding settings will not stick.

Delete userconfig.cfg and move on, the error message does not cause you any harm

It will not allow me keep any of my settings set in game like before. Is there a way to fix that? It removes the keybind from the action but will not add it to another action.

Example.
Previous Weapon Used - N/A
Changed to
Use voice communication - Mouse4

When you apply it and reopen the setting it does this.

Use voice communication - x

I have deleted userconfig.cfg.
