The student council of Hekiyou Gakuen high school are chosen by popular vote, except Ken Sugisaki, who got in by being the top scoring student in his year, which granted him an automatic seat. However, for such a highly regarded council, Ken finds that the members don't really do much. Ken spends most of his time trying to flirt with the cute schoolgirls, while the girls ignore him in favor of more important things, like running festivals, attempting to boost their popularity, making 4th-wall breaking jokes, and slowly driving Ken mad in the best way possible.
