Yes, but specifically in the case of Soniahy it doesn't make sense since it depicts independent Ukraine, not the Ukrainian Soviet Socialist Republic (part of the USSR) and the USSR collapsed only in 1991

This is evidenced not only by the name of the map, but also the police cars.
The livery is based on real life Ukrainian DPS liveries from the 90s-2000s and the car's name is Gniotsia ДПС (DPS). In real life, prior to 1991 in place of a DPS there would have been GAI (ГАИ)

Also note that during the Soniahy season, the driver's license did not feature any year, whereas in most of the other seasons it has a stamp saying place 1989. The reason for this might be that it would be an anachronism considering the things I pointed out above
