We can remove the tracker from someone. We can't do it now and I hate how it made my game messy... So instead I don't use it at all.

P: The bloodhound tracker is a specialized tool. You're not supposed to be shoving one up the ass of every second NPC you meet. Also, you can just stick them to a wall to get proximity alerts about people moving nearby. In that case, you can easily recover the tracker later.
