Steal from the vending machines

I just recently noticed you can break the glass on the 24 Hour News vending machines and I was dissapointed when i couldnt just steal all the stuff out of it for free afterwards, I think that being able to would be a neat little feature 🙂

That would require an overhaul of the fines system since those are located outside of the towers.
