Not sure how this will fit in lore wise — restricted access makes sense for the ultra elites of this dystopian society, but everyone in the city, even those living in the Echelons, are considered part of the unwashed masses, to be kept locked up in their watery cages. Would the powers-that-be in this world tolerate something like restricted access areas for people that are not them?
is there some place where i can read up on the lore, what is and isnt set in stone?
come to think of it, this could be linked to the social credit level. let's say from the 3rd level you can request a visitor pass (with an invitation from someone with a 6th level and higher) and from the 6th you can just go up and visit, but you need a name of who you're visiting. the visitor pass will tell you the suite number.
