The game gives all this information and backstory surrounding why exactly the murderer did what they did, and yet it isn't rewarded at all if motive is determined. It seems to me that one of the cornerstones of convicting a criminal (motive, means, and opportunity) would be critical in whatever prosecution takes place afterward, so it really should be at least as important as the killer's address or murder weapon, which often require no investigation at all and get solved by accident.

OMG YES! I NEED MOTIVES!!! (sorry-not-sorry for the caps)
Motive isn't actually required for police investigations (which is why some people end up framed for murder), just as a side note - that said, maybe lore wise one of the reasons why the Enforcers don't do detective work is because they frame people, and the motive box on the case form is an effort to keep detectives from framing people
Or it could just let us select evidence like the other fields.
I still want motives
I imagine you could probably just select evidence the same way you do with placing the killer at the scene of the crime. Printed V-mails, eviction notices, manifestos, etc.
