I have noticed that every time i absolutely have to break into a room and be careful to investigate in it, so maybe add a trust system or something to the social ranking that will make enforcers let you into murder scenes if their in an home or something like that

Enforcers just don’t want to have anything to do with murders in case they touch muddy water
Including allowing individuals in the crime scene to investigate

Then perhaps it could work out to make them just turn a blind eye

Could you not just grind to the social rank and you could get into almost every crime scene?

A 'pathway to legitimacy' would be cool, even if it all it gave you was a badge that let some people treat you nicer, an office you can furnish and access to crime scenes. Even if its tied to social rank, its just a nice perk that adds a bit of flavour and doesn't break the game. It could even be suspended for a period of time if you're caught breaking the law.
