If you're going to have them, call them what they are: prostitutes. This isn't a Tumblr simulator so no need to trip over yourselves trying out-PC each other.

They can be victims of crime or they can be informants. They can even be part of cases where you're hired to lure and photograph a cheating spouse and they are the bait. It would give the camera another type of job.

Hobos should probably have a special system too as informants and eyes on the street. I don't know exactly how it would work but it's a common trope in the genre.

Okay, but what is the gameplay and narrative function here? Explicitly victimizing sex workers is pretty gross, and you could instead have a more generic group of vagrants where some are implicitly sex workers without spelling it out.

They would have the same chance of ending up dead as any other citizen. And if you read the thread you’ll see examples of how they can function.

It's a setting where the police outsource murder investigations to third parties. You don't need a marginalized group that people target specifically to avoid the attention of law enforcement in a setting that already disregards core police functions so callously.
