Divide the city into districts and add some new buildings.

  • Financial District
    Cooperate Offices
    Hotels
    Credit Unions / Banks
    Law Firms
    Jewelry Stores
  • Entertainment District
    Car Parks / Garages
    Motels
    Lounges
    Casinos
  • Industrial District
    Factories
    Union Offies
    Repair Shops
    Gun Stores
  • Any District
    Pharmacies
    Apartments
    Bars
    Clothing Stores.
I think that by giving the civlians more places to be and things to interact with, it would add a nice sense of unpredictability in the civilians.

By separating the buildings into districts I think it would make each city feel that much more unique while also making it feel like the player has more freedom to choose HOW they want to play the game.

Like being able to deal in the industrial district with the blue color workers who work longee hours but are less likely to help you. or in the residential area solving more intimate homicides.

Entertainment district would need a night club of some sort

I adore this idea cause it could also expand the size of the city while lowering bloat due to everyone being shoved into the large towering apartments.

There's more to visit and see, places for crimes to happen, more variety for the people in the city itself.

It essentially expands the city while also lowering possible tall-size bloat. Though naturally it'd take more time to generate each city, currently even on the largest size cities only take about 1-2 minutes to generate, so I'm fine with having more wait time!

"I sometimes see them going from the movie Theatre in Allison Drive and headed down the alley behind it, don't know where though." And you follow that alley and realize it leads to a gated community with a hidden entrace. You learn something new and now you have a whole district to search and ask questions
