#A prison/jail type building

Even in real world police covering up their coworkers
It would be neat just to have the prison/jail type building, or maybe a jail floor/basement of the city hall building.
Also if the people you arrest could be sent here and have a sentence so they could eventually re-join society and help keep the city from losing too many people for longer playthroughs.
Could also add a neat side-quest type where someone gets arrested for a crime and sent to the prison and your job could be to prove their innocents to have them released.

I feel like with the amount of crime going on in the city, only having a floor under city hall for this would fill up fast. Maybe having a dedicated prison building for this could help a lot, even if it has to be outside of the main city with only a bridge connecting the city to the prison.
It could also add an interesting interaction where you can get a summons in your mailbox every now and again, basically summoning you to testify about why you pointed the city to that individual as the murderer. Just an idea, but I think there are many things that could be expanded upon if we had an actual prison system in the game.

The problem with that is you can't access it unless they introduce a ferry system. But it could be interesting.
that island would be inesapable because you can't swim the water is posioned and if you do somehow get on the ferry you would get caught theres no where to hide
Sure, but it could also be interesting if an inmate does escape and you as the player are tasked with tracking down the individual.

Not always. I've found there are many places to hide in the city. They could even be holed up in a vacant apartment, or on the flooded "B2" level in any building. No one goes to the B2 level because they're all flooded. It would be the perfect place to hide.
But I actually went and explored the B2 level on a building because I was curious. There's an actual layout down there, with rooms and I guess what's supposed to be apartments. But it's all flooded so of course there's nothing there. It would be cool to be able to give those areas a proper function as well.

It would be cool to be able to talk to the people you're responsible for arresting for a while before they're sent off to whatever fate (or perhaps fined/released). You could chat with them a bit more about their motives or perhaps even try to break them out/erase their records if you think they're innocent (a lot of the "outsourced arrest" jobs come to mind - I'm certainly curious what the "armed and dangerous" citizens I'm arresting in the middle of the night are actually guilty of).
Also, if you mess up and arrest the wrong person (or perhaps the enforcers do), there could be a new mission type you can pick up from the jail where you try to exonerate a person by a certain date by tracking down the actual criminal.

Would be interesting if there are ever multiple murders, or organized crime to be able to ask previous people you've arrested if they have any relation to other people.
