As the title might suggest, being able to rob a person blind of all their possessions is pretty dang easy and I made enough to buy an apartment just by stealing a diamond some poor sap had on the kitchen counter. Not to suggest a bunch of new stuff but perhaps having to sell it at a fence or a specific type of building would make profiting from high end stuff more of a task? Maybe you'd have to find the fence first, and they could change locations every now and then to avoid being arrested? Game development is hard of course, but there are probably some easier ways to punish careless theft like reducing the player's social credit score if they stole something while pretending to be a health inspector because if I got robbed I'd immediately be suspicious of the random dude that just paid me 30 bucks to go in the back room.

EDIT: Ooh maybe if you rob peoples apartments frequently (especially if they let you in) have their friends/family/neighbors be less likely to let someone into their home/give information in general because some jerkass has been wandering around robbing people lately

Some sort of consequence for careless theft would be nice, but since crime is fun I feel like there need to be caveats/situational consequences.

If it's a random unrelated citizen you're just stealing from? They should be able to report the theft and get someone on your tail (potentially just if they steal something valuable/noticeable, or were very obviously in the apartment by leaving everything ransacked and out of place). Naturally, if the item is something they themselves stole or otherwise wouldn't want the authorities to know about, then they're probably not going to report it missing.

If it's the apartment of someone who's been murdered or just been arrested? Go ham, it's not like they're going to be using it anytime soon!

Even with the random citizens though, I feel that if you're careful and put time and thought into the execution of the theft then you should be rewarded for doing so by getting away with the goods. But just barging/picking/sweet-talking your way into an innocent civvy's home and then emptying every drawer and cabinet hoovering up everything that could potentially have some sort of value? Nah, that definitely needs to be cracked down on.
