A few small item changes, mayhaps
give the ducttape the ability to act as handcuffs? maybe as temporary handcuffs
Maybe add screwlocks to some vents so you can use a screwdriver to get into it.
Give lighters the ability to burn things like blinds to cause vandalism damage
Maybe cigerette packets attract people with a smoking habit to distract them?

I've also thought it would be neat to use the tape as lower quality cuffs. Could open up room to make regular cuffs more expensive, too, since we'd have access to a cheaper version. I agree that screwdrivers should have something they can do. They're just too useful to be overlooked
