Gov number cruncher rework

This is more than your standard "take fingerprints away from Gov pc" suggestion.

Put a poster in city hall telling citizens there is no secret fingerprint database. take fingerprints out of citizen reports. Make it possible for secret documents to point you to a gov number cruncher with the finger print database.

The lore could be tied in to make it look like corpo exec's dont want to be framed (or caught red handed) so that information is one security level higher than enforcers get access to.

To balance this you could add salary since they pay taxes. And have a tax department spawn in city hall so you can match taxes to salary to address in some way.

Since the technology seems to be 80’s based k think it would make sense if the database isn’t 100% accurate and often time lifted fingerprints are flawed in the field. It would make sense and be more balanced if the system gave you 4-5 potential matches. You would then have to use other findings to narrow down your suspects. This prevents fingerprints from instantly identifying your killer
