A good way to balance the game, I feel, would be to make the larger and more powerful melee weapons carryable in-hand only.

Doing this ontop of making people much more uneasy when seeing a weapon (or sometimes straight-up calling enforcers) would be a decent way to nerf the vintage sword meta by a significant degree. That, and it'd make fights feel more chaotic, as you'd need to look for weapons laying around to use in a pinch.

To accompany this, I also suggest more interactable things, such as loose pipes around certain interiors and exteriors that people can grab when in combat, to further perpetuate this aspect ontop of making people lean more towards throwing objects.

while the subject is here, I'd also like to propose more items with similar stats in order to make the city feel more full of detail.

Items similar in stats to the trudgeon like crowbars in factories and construction zones, and bats propped up against bedsides and sofas for home defense. Of course, with this citizens would also go to pick up these weapons while checking noises and suspicious activity
