maybe there could be some high power gangs who specialise in weapons, drugs, money laundering etc. and they could be the ones who want public humiliations and want you to spy on other gangs interactions, there could be a reputation system with each gang and doing jobs with them can help increase relations. (this idea of certain groups would also work well with @heavy hornet 's idea of docks or subways) for them to smuggle and take advantage of. this can also implement into my other idea of gangs hunting you if things go south. just dont know the consequence as dying wouldnt really be much as youd respawn or heal

Oh I like this! Not to mention there is definitely an existence of a cult too, so I definitely can see some stuff from possibly a local cult group or so too.
