Given enough time in a small city the buildings could start to get really empty. Having some way to refill them with new NPCs would fix that and would make return trips to the same apartments more interesting. A ship could show up at the edge of the map sometimes that causes NPCs to come and go in a big batch. It could be timed to happen after a set number of murder cases or a very long timer.

yea as it stands I wouldn't be surprised that if someone rolled unlucky with mostly short buildings on a very small city could run out of people for the game to murder.

Really in general, for the sandbox to be sustainable there needs to be a way for new npcs to be generated throughout the course of the game, and post-it jobs from citizens that are no longer alive should be automatically de-spawned. Apartments that have had murders could go for sale, or a new citizen could simply be generated to to occupy it, with the furniture of the apartment regenerated or something. I think the idea of people leaving the city/being deleted from the game without needing to be murdered should also probably be added to the game, so that players cant just eventually collect a complete profile on nearly everyone in the city and instantly solve every murder. I think ideally there should probably be like 3-5+ ppl leaving and entering the city every day
