I assume something like this is upcoming but just thought I'd drop the suggestion.
Right now everyone in the city is kinda flat. There are some hints of personality likes and dislikes, their medical issues, work ethic, relationships, etc. But I feel like this could be greatly expanded to have a lot more emergent game play.
What if every citizen got generated with a set of personality traits, not the same amount for every one but say a random number between 2 and 4 traits per person. Just minor quarks that might change how they behave, how they go about their business, how they react to interactions, how they murder people. Some of these could overlap with medical conditions.

Paranoid: Quicker to notice the player following, double checks to see if door is locked before going to bed, randomly checks hiding places. Will freak out if finds things out of place in home and search the place or grab the phone to call the cops.
Fear of the Dark: typically works day time hours and rushes home at night, carries a flashlight. Will be suspicious of public areas with the lights off.
Careless: More likely to leave PC on and logged in, leaving doors unlocked or open. More likely to be stolen from or leave a lot more evidence behind.
Social: Goes out more often, may actually try to talk to you while you're in the bar. More willing to gossip.
