The enforcers should conduct their own (much less effective) investigation alongside yours. X number of hours after a scene is secured, city hall should dispatch a coroner that will automatically collect some, but not all, evidence in the crime scene, before taking the body to city hall. At that point you could go and pay for a copy of the report/pay to examine the body or you could break into the morgue to do your own investigation. The info the police gather themselves should be very incomplete, but it would add a time element for getting into the crime scene without locking a player out of evidence, and it would add more life to the world by making murder investigations more dynamic by giving the player more options than breaking into every crime scene personally.

I really like this. Espeically if they make it harder to just walk into crime scenes or make the police scanner less powerful that finding crimes becomes harder.
Gives you an option to just wait for the police to come pick up the body and bring it to the morgue to check out. You might miss some evidence that would have been at the apartment but you remain safer from Enforcer scrutiny.
Mechanically the detective could just wander around for x amount of time, and every few seconds they'd ping any items with X meters at an X% chance to add to evidence.
IE they'd walk around for 2 hours and every 5 seconds they'd have a 10% chance of picking up everything within 3 meters of them to add to evidence. To actually make use of the police report you'd have to sift through all the irrelevant items too.
If you want to get even more detailed without adding too much mechanical complication, the city hall could have a few detectives with those variables randomized. One might be much more effective than another, and they'd work in shifts so depending on when a murder happens you might have to deal with one over another.
If law enforcement gets an overhaul and the player could be the target of an Enforcer investigation if they just take every thing nailed down and break into houses and beat people up... these guys could be the ones investigating you.
Some enforcers could be dirty and could grab money and things from crime scenes. Typically that wouldn't be too much of a problem but there's always a chance they snatch a diamond with fingerprints on it or something
I think enforcers are natural rivals with the detective and every cracked case makes them look bad so I think you doing your job well would make them hate you not just crime
If anything this would stop enforcers from getting stacked on the same floor as all the neighbors die. However, I like this idea because it adds a time limit before your ability to get evidence disappears. Or possibly presents new opportunities if you break into the morgue to get a coroner's report that might go into more details.
They do hire you to make arrests and etc though. Honestly, the reason why they don't want you going into the crime scene baffles me. You'd think they'd be bad at the investigation but good at the arrest. They are literally helmet-wearing dudes with guns.
I like this! Maybe even having a detective-role enforcer dispatch to neighbours/coworkers to gather statements from neighbours, or hogging up space in areas like the CCTV room making it harder to gather evidence in a clandestine way.
