Add a player owned bank account, in which money must be deposited. Money in said bank account is safe from being lost when getting injured/mugged (But not from fines, medical expenses), but can only be used in official stores, which have card payment. When purchasing/bribing you would need to withdraw the money, and then you could loose it again.

I like this idea. Plus, there's already ATM machines dotted around the map. It would give the players something new to interact with
