Cannot place alesi or a market.

i have placed four of the others in my settlement. i am currently tier 3 settlement and i purchased the market kit and alesi voucher but when i go to place either i cannot. I have rebooted twice and i thought this might be a glitch so i waited to today relogging from email and it is doing the same thing. help please

also everytime i click it in the compendium it takes me to the structures tab.

How are you trying to place these? You open the build menu, create a construction site and add the writs, yes? These are buildings. Are there any more details except "can't" as to what happens?
