Sugar is T1. I'm assuming Sap is tierless because it can drop from every tier of tree, much like Lusul Egg.

Why, it's created by a T1 station, so it's T1. Salt is mined from a T1 resource, so it's T1. Sap is gathered from any tier of resource, so it's tierless. Makes perfect sense.
