community project for empires/regions to focus on building up a starter towns with road blue prints and canals/aqueducts that yield specific region wide buffs unique to what that region decides to build. so that each region has a unique identity. It could also unlock lore about the world.

The requirements would have to be humonguous for it to make sense. Otherwise it may discourage users from creating claims which is a core mechanic of the game

as long as the upgrades don't effect the tier of the ruined towns' crafting stations, that wouldn't matter

i like the idea of lore unlocks, not upgrades that detract from player settlements. but also, it could leave new players behind if they join a world later on where players have already "beat the game". maybe this functionality could be part of regular player settlement development, potentially tied to future dungeon/pve content, whatever that ends up being
