Brother, I have no idea what you are talking about. Carts and wagons increase by 1 speed as you level them. Wagons are slower than carts but have the benefit of carrying more cargo.
Skiffs have fast travel in rivers and lakes and slow travel over the ocean
The clipper has moderate speed over all waters and bigger space
The cargo ship has better speed over the ocean and slower in rivers.
