From what I understand bridges are currently a major technical hurdle, in that a tile may not be easily programmable to be traversed by water and land at the same time.

If this is proving a problem, how about a "ferry"?

Instead of a physical bridge that can be loitered on and is "real" space, you simply build two ends of a rope-drawn ferry.

Interacting with the ferry starts what is effectively a cutscene-animation where the player cannot do anything except watch their character and vehicle models ride a ferry to the other side of the water.

Their "real" position remains in a legal position for their land vehicle on one or another side of the water. They are never considered to be in the water.
