I did first part of tutorial and moved to different region via waystone. Talked to Heimlich and other NPCs, but nothing usual happened, no new quests.
Later game started freezing and eventually freezed completely (I think this bug is reported separately here).
After restart Heimlich magically started to talk to me from large distance. And then Ramparte... and Brisco. New quests appeared. I dont think it is supposed to happen like that.
