Did anyone ever try to move player housing while it was rented out by somebody in A3? Basically...say we build a t1 tent early on and rent it to somebody and they fill it with their things. Later on when we want nicer houses in the "city center", can we move that tent to the outskirts without needing to evict the renter?

Doesn't evict the renter as it's still "their" home. So you were able to freely move it. But of course it would be a pain in the butt if you don't tell them first if they are used to having it in 1 spot
