I'd say this mod can be considered as cheating in some scenarios
But if you want to use it you can download it from Modrinth, it is called

lunar cant change server side aspects like villagers using client side modifications so you have to add that on the server side

I think the point was for SMPs and servers in general, however I believe that the development of a plugin is a good idea. Maybe a feature for the launcher like the integrated modrinth in the lunar launcher with lots of plugins. Maybe that already exists though.
