Add "Block Harvesting Particles" to Lunar (1.8.9)

I believe adding this feature from Badlion to Lunar would be a valuable improvement. While Lunar already offers a somewhat similar option in the Particles >> Block [Hide Particles] mod, it does not function the same way, and I believe implementing this feature would enhance the user experience

Basically, it hides block-breaking particles while still preserving the footstep particles of players using invisibility potions. In my opinion, this is a strong advantage of Badlion and a feature that would be interesting to have in Lunar
