Add a custom fps limiter

I noticed that on unlimited FPS the chunks load better than if I cap it to 240 (my monitor's refresh rate). However my GPU has noticeable coil whine at unlimited FPS. Being able to set a FPS limit higher than 255 but also lower than my PC's highest possible FPS would have a good balance of chunk loading and coil whine

i just meant that if they use newer minecraft versions this is already possible with a fabric mod so they wouldnt have to wait for lunar to add it, if they are playing 1.7-1.12 then they would have to wait for it to be added
