Update the texture pack mod

Update the texture mod so that players can freely move the texture packs like in feather cause servers like lsn people would like to be able to use their texture pack without there being a pack that bugs the pack

both badlion and feather have the option to move resource packs with the mouse cursor instead of the arrows on the resource pack icons
