#Stop Removing Capes On Emote

I really do not like how capes vanish when emoting; it really makes it look strange. It was not always like this. I don't know when this was changed, or why. Maybe optimization or due to some emotes being wonky with a cape, but there has to be some middle ground.

I dropped from 1.21.10 to 1.21.8- capes work/don't vanish when emoting. Please ensure that .10 and .9 (I didn't test .9) emotes feel/look the same, that's all I ask. Someone obviously had to intentionally code the capes to enable and disable on emote start/end; I just don't know why.
