revert the slowmode

recently, the general chat's slowmode was changed from 3 seconds to 5 seconds, this is a huge increase from what most of the members are used to.

the five second slowmode makes the chatting experience not friendly, as to send two messages you have to wait ten whole seconds.

this also comes into factor when pinging people for games, as you may not be able to attend the game if you're pinging your friends.

please revert it!!!!

I personally can just use 0 slowmo and 10 second slowmo for media and it works fine
