it just doesnt immediately update it for everyone but it will update once you get teleported to a different proxy of the same server because that is basically the same as going on a different server which is the default way to update it

getting teleported to a different proxy of the same server should also update it because the client has to send the same information to that new proxy as it would send if you just joined the server the normal way as far as i know
thats also why leaving and re-joining a server updates the skin because it has to send some information to the server
and if this doesnt work then lunar cant change that
they already added an option to change the skin in game some time ago so this suggestion can be closed
