smooth scrolling and chat menu scroll bar

PLEASE
its impossible to find chat messages. having a scroll bar would make it so much more precise while in game to look through chat. Additionally having it for the creative menu would be cool, but mainly chat.

on modern versions you can just decrease the scroll speed

you can hold shift while scrolling to make it scroll slower (1 row per scroll)
