First, capes and other cosmetics are made to be rare and exclusive, so i don't think they'll add free stuff.
And second fresh animations is a resource pack, not a mod (Maybe you meant ETF or EMF, required to make fresh animation working)

i know how hard it is to learn another language, but pls learn to spell english at least

1. lunar has modloading and they already have mod downloading in a beta that only the staff can use (as showcased in an announcement)
2. you can add resource packs like that manually (and mods if required)
3. you dont need lunar+ to have capes/cloaks you just have to buy them and they are probably not adding more free cosmetics
4. adding all versions (including april fools snapshots) was already suggested multiple times
   this suggestion is kind of useless as far as i can tell and lunar staff will probably close this post soon
