Add CPS limiter in Lunar Client

ATTENTION I want to clarify that this is a mode we can activate ourselves. Let me explain why: On many servers, there is a CPS limit, and when I exceed 23 CPS, I get warned because I slightly surpass the limit. So, it would be great to have a Lunar mode that we can activate to limit our CPS.
