Title: Add Dynamic Potion Effects Duration

Explanation of the suggestion:
Add an option in the Potion Effects mod to enable static colors depending on how much time is left on the potion effect. There is an option in the Armor Status mod that does the exact same thing.

And since most people don't read the number aka amount of time deciding it with colour would help with PvP
