This is honestly achievable via Texture pack?
No it isnt i tried
I made the i think jar file into a zip then cliked went to assets and looked everywhere In that and found nothing so either im blind Or it isnt possible. I am going to douple check today
I found 2 texture packs on planetminecraft and one on modrinth that change the potion colors to pre-1.19.4
I have a custom one that customizes colors, but its to colors i've selected for my own memory not based on previous or current.
So i can confirm it 100% works, there are 2 Options, to Customize via Json NBT or CIT if you use mods.
which the CIT option is completely a Client Side Mod so its fully eligable on any server.

Json setup you may need to do a bit of research as I don't see many others that do it, Id have to check if I even have an example; however I know its possible for both Enchanted Books and Potions
its also possible with Lit/Unlit Candles
oh and Spawn Eggs

but Ill be entirely honest, the CIT version is a ton more User Friendly; and can be achieved using Client Side Mods Exclusively.
Fabric + Sodium + CIT Resewn (for Versions 1.17+)
I recommend Optifine for anything Pre 1.13

first of all you are one of the first smarts ones to answer my suggestions second where are the potions jsons in the file amd 3rd do you know the 1.21 code for the cit
you can just use one of the 3 texture packs I found on modrinth and planetminecraft
then you dont have to make your own one
So I looked into it further, it appears Potions actually are not available in Json format yet, thats my bad.

This should be able to help you completely
technically you'd be able to even override the only texture that affects the color using CIT, not the full potion bottle.
and you'd be able to do it via Name including per potion control and choosing exactly what shading color you'd prefer per potion.
