The different minecraft versions run on different java versions, so you need to restart
Even if you made every version run on the same java version, it'd still be extremely difficult to make the different versions not conflict and interfere with one another
Fabric mod loading on modern versions would likely be prone to crashes and other issues
Not to mention the performance and fps you'd get would be horrible

fyi changing code would MASSIVLEY screw up memory, as it has lets say, 1.8.9 code in memory and the code on the disk changes to 1.20.4 lets say, its reading old code and immedantly goes to new code, crashing the game as new functoins will be added that dont exist in 1.8.9 and old functions will get removed from 1.20.4, so there is NO WAY this is possable at ALL
