Cheats/Operator for host only?

Make it so that on hosted singleplayer worlds, only the host of that world has commands and operator and the other players who have joined the world can not execute commands.

if you made the world using "allow cheats" and host it without "allow cheats" only the singleplayer server owner will have cheats (if i remember correctly)
