add keybind to mods (toggle and hold down)

There needs to be a way to set a keybind to toggle on a mod or only have that mod enabled when holding down. For example I want to have my Player Hitbox display and Nametag Background to show at 100% visible while holding down the TAB key only. This should be possible but it isnt.
