FML Mod Manager (1.8.9 and 1.12.2)

Add mod manager for version Forge Mod Loader 1.8.9 and 1.12.2
Why:
there is already an option to switch between Optifine and Forge and there is already support for third party mods in 1.16.5 and up,
there is no reason to block third party mods from being used in lunar FML 1.8.9 and 1.12.2.
