As someone who watches content while playing, whether it be a Netflix documentary or a Minecraft Youtube video, it'd be highly appreciated if I could use Youtube's "Picture in picture" feature while in fullscreen without it pausing. I'm not sure if this is a Windows setting or something that can be done with the game client itself.

oh, I understand lunar client is just the launcher but I figured they'd have the ability to tweak fullscreen settings so the miniplayer could continue to play in fullscreen

Not sure if this is what you meant, but I don't think Lunar currently has a "Borderless" option which would basically mean Fullscreen but you can watch picture in picture.
I just figured it was Minecraft specific because I can usually do that with any other game
Hope they do add this do if I am correct and they don't currently have it added.

For now, I recommend just maximizing your window, even though you'll see your taskbar and stuff, it will still allow for picture in picture at least for now.
So after some futher testing I was able to get this working with a software called WinExplorer
so what you do is launch game
make it windowed make sure it's in normal mode not maximized
open this app
find lunar client or whatever client you're using
go to WinExplorer > Style > disable the 2 settings in the square > go to size and postion and click maximized then u are pretty much in full screen and picture in picture will work perfectly here's how it looks for me
