Chat is a lot of time inactive so to help make it active and everyone happy i thought why not have a dead chat role also it should be like the other reaction roles if people want to be pinged they can

it can be added as a command through the bot which can have a cooldown + allows for logging
it's a decent idea in general, but one further way to make this better could be to provide a question or something to the command to get people talking about a specific topic instead of just pinging a role and being done with it
