When the server is a bit to busy and there's a lot going on in main chat a slow chat or a chat that's for off topic conversations so that others can actually have conversations without the chaos of the main chat. Maybe a longer cool down in that chat. It's not the main one so it wouldn't be to bad to have a longer cool down.
