Motion Blur Update

Motion Blur is used by many players, and it also makes your game cleaner and smoother, but it hasn't been updated in years, so I suggest improving motion blur.

First of all, making it compatible with Fast Render on, because clients like LabyMod and CheatBreaker already have that option, this would increase the fps more when using Motion Blur, so it could be a useful option for users with PCs of low resources.

Second and finally, that the Motion Blur can be more configurable like that of CheatBreaker and Badlion, which have the option of even setting it to 100 and the Blur does not lag or look bad, and it would also help to be able to choose a Best level of Motion Blur.

When you see "Duplicate suggestion", it just means it has already been forwarded onto a Internal system for Management/Developers or that we have already have seen this. And we as staff don't know if the suggestion will be accepted or not that's not for us to decide but all suggestion do get considered and might get added on a later date, we don't know. But all suggestions do get read just to make it clear unless they are troll/rule-breaking suggestions.
