Basically, it's a mod that can retexture/rename what a resource pack usually does without actually needing a resource pack. Call me lazy, but it's easier than making a resource pack and also it'd be really fun to mess around with when you're bored. You could also showcase other "resource packs" that people have made through this and find what you like.
